Prefeito sanciona decreto de incentivos fiscais do programa Reviver Centro 2 – Prefeitura da Cidade do Rio de Janeiro

O Casa Mauá Residencial foi o primeiro empreendimento do Reviver Centro 2 a obter o Habite-se – Marcos de Paula/Prefeitura do Rio

O prefeito do Rio, Eduardo Paes, sancionou, nesta quarta-feira (27/12), o decreto que regulamenta os benefícios fiscais do Reviver Centro 2. O evento aconteceu no Casa Mauá Residencial, do Opportunity Imobiliário, primeiro empreendimento do Reviver Centro 2 com Habite-se, pronto para morar e que já contará com esses benefícios. No lançamento, foram vendidas 95% das 223 unidades disponíveis em menos de seis horas.

– É a cidade voltando às suas origens, um lugar com mais infraestrutura, mais transportes, mais equipamentos públicos. Aqui, na verdade, é o Centro da história do Brasil. Acho que agora está tudo caminhando certo, já temos outros empreendimentos lançados na região do Porto Maravilha, como o edifício A Noite e o novo terreno do Impa. Essas mudanças de desenvolvimento urbano e de crescimento da cidade levam algum tempo e exigem muita persistência. Foi isso o que a gente conquistou aqui – afirmou o prefeito Eduardo Paes.

O decreto sancionado está relacionado à lei complementar 6.999 (2021), que define as regras de incentivos fiscais, como isenção e descontos de impostos, relacionados ao programa Reviver Centro 2, que foi proposto pelo Executivo e aprovado em 5 de setembro pela Câmara de Vereadores. O texto contou com a contribuição de agentes do mercado e legisladores.

A expectativa com a nova versão é ampliar o alcance do projeto e atrair mais moradores, investidores, além de incentivar a reabertura de lojas de rua com comércios e ações culturais. Desde seu início, em 2021, já foram concedidas por meio do Reviver Centro 35 licenças, sendo sete para construção e 28 para transformação de uso (retrofit), criando 2.760 novas unidades residenciais.

– O sucesso do empreendimento da Casa Mauá, com a venda de mais de 200 unidades em apenas seis horas, é um indicativo de que a política pública do Reviver Centro está no caminho certo de induzir a ocupação residencial do Centro – disse o subsecretário-executivo da Secretaria Municipal de Desenvolvimento Urbano e Econômico, Thiago Dias.

Pelo projeto, quem construir na área do Centro e da Lapa pode aproveitar o potencial construtivo gerado na própria região, assim como as novas regras permitem a construção de hospitais e escolas, por exemplo. Para usufruir do benefício, é preciso pagar uma contrapartida à Prefeitura. Para construções nas áreas da Cruz Vermelha, Lapa, Saara, Tiradentes e Central do Brasil, a contrapartida será de 10% no primeiro ano, aumentando 10% ao ano até chegar a 100% em uma década de programa. Já as construções nas áreas do chamado Centro Financeiro (Praça XV, Cinelândia e Castelo) terão isenção nos dois primeiros anos, iniciados em 2021, com aumento gradativo até o 10° ano do projeto.

– Aqui foi feito um retrofit para ser o primeiro residencial do programa Reviver Centro. A maioria dos compradores é formada por investidores, que acreditam que o Centro do Rio vai virar um ponto turístico, cada vez mais o carnaval vem pra cá, um espaço excelente com toda a infraestrutura para se poder usufruir. Vamos fazer a entrega das chaves agora em janeiro e em fevereiro começam as primeiras mudanças – destacou Victor Tulli, CFO da Lobie, administradora condominial do Casa Mauá Residencial.

Outro benefício é que os construtores de residenciais nessas regiões poderão utilizar 100% da Área Total Edificável (ATE) no próprio imóvel ou em outro empreendimento do Centro e Lapa, e também nos outros bairros das regiões receptoras: Copacabana, Leme, Tijuca, Praça da Bandeira, Zona Norte (AP3), exceto Ilha do Governador, Lagoa e Botafogo, respeitando as regras urbanísticas e limites dessas localidades.

– Hoje, inauguramos uma nova fase. É como se fosse um tubo: primeiro entra a negociação de terreno, percorre na fase de construção e sai na entrega dos imóveis, como essa aqui. O Porto Maravilha já é um megassucesso, que retroalimenta o Centro Histórico com milhares de unidades vendidas nesta região – disse o presidente da Associação de Dirigentes de Empresas do Mercado Imobiliário (Ademi-RJ), Marcos Saceanu.

O Reviver Centro 2 prevê ainda liberação de gabarito em alguns locais da II Região Administrativa e a geração de potencial construtivo de até 150% da área edificável, caso o construtor reserve 50% das unidades para aluguel social.
