No esforço contínuo para garantir o avanço sustentável e qualidade de vida da população, uma das prioridades do Governo de Minas é a busca por soluções inovadoras e eficazes para o desenvolvimento de políticas públicas dos serviços de abastecimento de água e saneamento.
Ao fim de 2023, a Secretaria de Estado de Meio Ambiente e Desenvolvimento Sustentável (Semad), por meio da Subsecretaria de Saneamento, celebra a ampliação do acesso a serviços essenciais pela população mineira.
Em relação aos Índices de Abastecimento e Esgotamento Sanitário, a Infraestrutura de Dados Espaciais do Sistema Estadual de Meio Ambiente e Recursos Hídricos (IDE-Sisema) revela que, ao término de 2023, 82,5% da população mineira têm acesso ao abastecimento de água e 52% à coleta e tratamento de esgoto sanitário.
Também na área de resíduos sólidos foram importantes avanços no estado ao longo de 2023. “A subsecretaria de Saneamento obteve resultados significativos no exercício de 2023. Executamos programas marcantes como o Programa Água Doce (PAD), o Bolsa Reciclagem e os repasses do ICMS Ecológico”, destaca o subsecretário de Saneamento, Anderson Diniz.

Água Doce
O Programa Água Doce (PAD), resultado de um convênio da Semad com o Ministério da Integração e Desenvolvimento Regional, garantiu o investimento de R$ 25 milhões e alcançou 69 comunidades rurais em 26 municípios no semiárido mineiro. O programa beneficiou diretamente mais de 26 mil habitantes. Com 58 sistemas de dessalinização já instalados, 29 deles em pleno funcionamento, a iniciativa já distribuiu 1,8 milhão de litros de água potável.
“O PAD é fundamental para amenizar os efeitos da seca na região ao norte do nosso estado. Estamos garantindo o abastecimento de escolas, postos de saúde e até de comunidades vizinhas, o que confirma que o programa realmente é uma política pública permanente de acesso a água de qualidade e em quantidade suficiente em momentos críticos como esse”, avalia o subsecretário.
Obras de Sistemas de Esgotamento
Neste ano, a Semad concluiu a entrega dos sistemas de esgotamento sanitário nos municípios de Ilicínea, Nova Resende, Indianópolis e na zona rural de Rio Doce, beneficiando cerca de 25 mil habitantes.
O investimento foi de R$ 18 milhões provenientes da Fundação Nacional da Saúde (Funasa) e do Termo de Transação e Ajustamento de Conduta (TTAC) de Mariana.
Outro importante marco de 2023 foi a entrega de sistemas simplificados de abastecimento de água rural (poços tubulares profundos) nos municípios de São José do Goiabal, Ouro Branco e Pocrane, beneficiando aproximadamente 630 famílias rurais.
ICMS Ecológico
Na última apuração do terceiro trimestre de 2023, 114 municípios foram considerados aptos a receberem o ICMS eixo esgotamento sanitário.
“Essas localidades cumpriram os requisitos necessários para receberem esse repasse financeiro, que tem como objetivo incentivar a implementação de sistemas de esgotamento sanitário eficientes”, explica o subsecretário. O repasse acumulado do ano, até outubro de 2023, foi de R$ R$ 60.176.659,11.
Sistema MTR
Atuando no monitoramento e na regulamentação, o Sistema de Manifesto de Transporte de Resíduos (Sistema MTR-MG) já conta com 130 mil usuários, registrando a movimentação de 20.606.358,80 toneladas de resíduos em 2023, com 2.769.216 MTRs emitidos.
Modelagens para Concessões dos Serviços de Manejo de Resíduos Sólidos Urbanos
A Semad está em fase final de elaboração dos estudos preliminares para concessões dos serviços de manejo de resíduos sólidos urbanos nos consórcios Cisab-Sul e Cispar, atendendo a 23 e 16 municípios, respectivamente.
Convênios e Repasse de Recursos
Em 2023, foram formalizados 12 convênios entre água, esgoto e drenagem, totalizando um recurso de R$ 5.546.997,40.
Foram formalizados ainda sete convênios para aquisição de equipamentos de manejo de resíduos sólidos urbanos e coleta seletiva, além da construção de uma Unidade de Triagem e Compostagem. Somados, estes recursos totalizam R$ 4.104.152,11.
